Persons exempt from nonresident tuition under existing law (attended California high school for 3+ years, graduated, and registered at accredited California institution) become eligible to apply for and participate in all state-administered student financial aid programs to the full extent permitted by federal law, effective July 1, 2011.

Student Aid Commission must establish procedures and forms enabling nonresident tuition-exempt persons to apply for and participate in all state student financial aid programs to the full extent permitted by federal law.

Students exempt from nonresident tuition are ineligible for Competitive Cal Grant A and B Awards unless funding remains available after all other California students have received awards they are eligible for.

Declares the bill's amendments constitute a state law within the meaning of federal law regarding eligibility of unlawfully present aliens for state benefits.

Bill becomes operative only if Senate Bill 1460 of the 2009-10 Regular Session is enacted and becomes effective on or before January 1, 2011.
