Requires the Board of Governors of the California Community Colleges, Trustees of the California State University, the California Postsecondary Education Commission, and the Student Aid Commission to provide live audio transmission of all public meetings using accessible technology

Specifies that live audio transmission must be accessible through television (cable, satellite, over-the-air) or web cast, with meeting notices and web cast links prominently displayed on each entity's website

Requests, but does not mandate, that the Regents of the University of California comply with these live audio transmission requirements

Exempts entities from violations if technical failures prevent live audio transmission, provided the entity exercised reasonable diligence in attempting to provide the transmission

Applies to all meetings open to the public under the Bagley-Keene Open Meeting Act, including auxiliary organizations
