Prohibits sale of shelled eggs for human consumption in California beginning January 1, 2015, if the eggs come from hens not in compliance with animal care standards established by Proposition 2 (Chapter 13.8, Health and Safety Code)

Establishes violations as misdemeanors punishable by fines up to $1,000 and/or county jail time up to 180 days

Bases restrictions on health and safety findings that properly treated hens are healthier, reduce pathogen exposure including salmonella, and protect consumer welfare

Clarifies that bill provisions supplement rather than replace other animal welfare laws and do not prevent local jurisdictions from enforcing their own animal welfare regulations

Declares provisions severable and exempts the state from reimbursing local agencies or school districts for enforcement costs related to the new crime
