AB 1443 Summary

• Requires the Department of Motor Vehicles to permanently revoke the driver's license of a person convicted of three or more violations of Section 23152 or 23153 (driving under the influence).

• Allows a person with exactly three DUI convictions whose license was permanently revoked to petition the court for reinstatement of driving privileges after five years, upon successfully passing written and driving tests and completing an 18-month or 30-month DUI treatment program.

• Requires the court to consider five specified factors when deciding whether to reinstate the license, including bodily injury caused, time elapsed since convictions, blood-alcohol levels, participation in treatment programs, and overall public safety risk.

• Prohibits a person with four or more DUI convictions from petitioning for license reinstatement.

• Prohibits a person whose license is permanently revoked from registering a vehicle in California.
