Mandates retail distributors use an electronic authorization and monitoring system to track sales in real-time and prevent violations, with no cost to the state or retailers.

Establishes misdemeanor penalties for first violations and up to one year county jail plus $10,000 fine for subsequent violations by retail distributors.

Provisions remain in effect only until January 1, 2017, unless extended by later legislation; preempts all local ordinances governing retail sales of these over-the-counter products.
