Establishes the California K-12 Education Policymaking Reorganization Act of 2010 to clarify authority in education policymaking among the Governor, Legislature, State Board of Education, Superintendent of Public Instruction, and Secretary for Education.

Requires the Superintendent of Public Instruction to provide biennial reports to the Governor on July 1 of each odd-numbered year containing disaggregated student achievement data, teacher preparation data, assessment results, graduation rates, school finance data, and other specified education metrics.

Directs the Governor, State Board of Education, and Secretary for Education to use the Superintendent's report to draft objectives, implementation plans, and evaluation schemes to measure success, with results presented to the Legislature each January of odd-numbered years.

Specifies that biennial reports shall use only data already collected by agencies and do not require collection of new data.
