Requires the Department of Food and Agriculture to consult with the State Department of Public Health and State Department of Social Services and provide legislative recommendations on promoting food justice by July 1, 2010

Establishes legislative findings that access to healthy food is a basic human right and that food production should be conducted in a healthy and humane manner

Identifies need to protect agricultural lands for future generations and expand urban farm stands, farmers' markets, and direct farmer-to-consumer sales in underserved communities

Requires majority vote for passage with no appropriation or state-mandated local program impacts
