Extends the authorization for low-emission and hybrid vehicles to use HOV lanes without meeting occupancy requirements from January 1, 2011 to January 1, 2015, if displaying valid DMV-issued decals or identifiers.

Requires the DMV to issue distinctive decals, labels, and identifiers for super ultra-low emission vehicles (SULEV) and ultra-low emission vehicles (ULEV) meeting specified federal and state emission standards, with fees covering actual implementation costs.

Authorizes the Department of Transportation and local authorities to suspend HOV lane access for low-emission vehicles during peak congestion periods if lanes exceed level of service C and low-emission vehicle operation would significantly increase congestion.

Makes illegal use or operation of a decal or identifier not issued for a specific vehicle a misdemeanor offense.

Requires the State Air Resources Board to maintain and publish a listing of all eligible vehicles for the low-emission vehicle HOV program.
