AB 1514 Summary

• Requires slate mailer organizations to file semiannual campaign statements for every 6-month period (by July 31 for period ending June 30, and by January 31 for period ending December 31), regardless of whether they received or spent money during that period.

• Maintains existing requirements for slate mailer organizations to file preelection statements when they receive payments or make expenditures of $500 or more for slate mailer production during the covered period.

• Clarifies filing procedures requiring slate mailer organizations to submit two copies of campaign reports with their domiciled county clerk and specifies different filing requirements based on the geographic scope of their slate mailers (state, county, or city level).

• Incorporates conditional amendments coordinating with AB 1181 that become operative only if both bills are enacted and effective by January 1, 2011, with this bill enacted after AB 1181.

• Declares the bill furthers the purposes of the Political Reform Act of 1974 and specifies that no state reimbursement is required because any local costs result from changes to crime definitions.
