Amends the Safe, Clean, and Reliable Drinking Water Supply Act of 2012 to modify groundwater contamination funding requirements under a proposed $11.14 billion bond measure

Changes language in Section 79770 of the Water Code to require not less than $100,000,000 be available for "costs associated with projects, programs, or activities" rather than just "projects" meeting specified criteria

Directs the Secretary of State to submit the amended version of Section 79770 for voter approval as part of the bond act at the November 6, 2012 statewide general election

Establishes urgency status to take effect immediately upon enactment
