• Establishes one-stop voting allowing qualified electors to register and immediately vote on election day or any day ballots may be cast, without separate pre-election registration deadlines.

• Permits one-stop voters who cannot provide required identity or residence proof to vote by provisional ballot instead of regular ballot.

• Requires county elections officials to compile an index of one-stop voters, review for duplicate registrations after canvassing, and notify district attorney and Secretary of State of suspected fraudulent voting.

• Mandates one-stop voting availability at all permanent county elections official offices beginning January 1 of the year following VoteCal statewide voter registration database availability, with separate designated areas and trained precinct board members.
