Adds Chapter 4.2 to the Penal Code creating a standalone definition of "code enforcement officer" for persons employed by governmental entities with enforcement authority for health, safety, and welfare requirements who are authorized to issue citations or file formal complaints.

Defines code enforcement officers as non-peace officers employed by towns, cities, counties, municipal corporations, public agencies, or quasi-public corporations with enforcement duties related to statutes, rules, regulations, or standards.

Expands the definition to include employees of the Department of Housing and Community Development with enforcement authority under the Employee Housing Act, State Housing Law, Mobilehomes-Manufactured Housing Act, Mobilehome Parks Act, and Special Occupancy Parks Act.

Takes effect immediately as an urgency statute to enable federal funding eligibility for code enforcement purposes.
