AB 1542 Summary

• Establishes the Patient-Centered Medical Home Act of 2010 to encourage licensed health care providers and patients to partner in patient-centered medical homes that promote access to high-quality, comprehensive care.

• Defines a medical home as a health care delivery model where patients establish ongoing relationships with physicians or other licensed health care providers who coordinate comprehensive, accessible, and continuous evidence-based primary and preventative care across the health care system.

• Requires medical homes to include characteristics such as team-based care, coordinated integration across health care systems including mental health and substance use disorder services, quality and safety components, evidence-based medicine, performance measurement, and enhanced patient access through expanded hours and communication options.

• Prohibits the state from providing enhanced reimbursement for medical home establishment until a cost-benefit analysis is performed and approved by the Legislature.

• Takes effect immediately as an urgency statute to avoid participant confusion regarding medical homes and federal demonstration projects.
