• Requires best available technology for municipally owned coastal powerplants to be evaluated on a facility-wide basis using design flow
• Defines feasibility for installing best available technology according to Section 21061.1 of the Public Resources Code
• Allows municipally owned coastal powerplants until December 31, 2031 to comply with the State Water Resources Control Board's water quality control policy on coastal and estuarine waters for powerplant cooling
• Permits compliance date suspensions or modifications if system or local reliability would be jeopardized by the 2031 deadline
