Requires the Dental Board of California, in conjunction with the Health Professions Education Foundation, to study providing malpractice insurance for dentists who volunteer unpaid services.

Mandates a report to the Legislature by January 1, 2012 including administration costs, program processes, and funding options for malpractice insurance coverage.

Authorizes the board to expend funds from the Dentally Underserved Account to finance the study and to contract with an independent entity to conduct it.

Section automatically repeals on January 1, 2016 pursuant to Government Code Section 10231.5.
