Prohibits construction of a peripheral canal conveying water from the Sacramento River to locations south of the Sacramento-San Joaquin Delta unless expressly authorized by statute enacted after this bill's effective date.

Requires the Legislative Analyst's Office to complete an economic feasibility analysis before any statute authorizing peripheral canal construction is enacted, including total project costs, impacts on taxpayers and ratepayers, and environmental and economic impacts on Delta infrastructure.

Prohibits any peripheral canal construction and operation from diminishing or negatively affecting water supplies, water rights, or water quality for Delta watershed users, or imposing new infrastructure or financial burdens on Delta residents.
