AB 1595 Summary

• Requires the State Department of Health Care Services to establish Medi-Cal eligibility by January 1, 2014, for individuals meeting federal Social Security Act requirements under Title XIX Section 1902(a)(10)(A)(i)(VIII)

• Excludes from this new eligibility category persons aged 65 or older, pregnant individuals, those enrolled in Medicare Part A or B, and those in other mandatory federal eligibility categories

• Permits the department to phase in coverage for eligible individuals upon the bill's effective date to the extent allowed by federal law

• Imposes a state-mandated local program as counties must make Medi-Cal eligibility determinations, with reimbursement procedures to be determined by the Commission on State Mandates
