Establishes the Medi-Cal Alcohol and Drug Screening and Brief Intervention Services Program to provide reimbursement for screening and brief intervention services for pregnant women and women of childbearing age who are Medi-Cal beneficiaries

Requires the State Department of Health Care Services, in consultation with the State Department of Alcohol and Drug Programs, to administer the program and establish billing codes, standards, and reimbursement rates consistent with federal law

Allows public entities (counties and local governmental entities) to voluntarily participate by providing or contracting for these services and paying the nonfederal share of costs

Requires participating public entities to reimburse the state for program administration costs upon receipt of federal reimbursement

Mandates that participation is voluntary for beneficiaries and that participation and screening results are maintained as confidential medical records; implementation is conditional on federal funding availability
