Establishes the California Health Benefit Exchange to facilitate purchase of qualified health plans by individuals and small employers, contingent on enactment of SB 900, with implementation required by January 1, 2014

Creates the California Health Trust Fund as a continuously appropriated fund to support Exchange operations, with funding from federal grants, private donations, and assessments on participating health plans rather than state General Fund money

Authorizes the California Health Facilities Authority to provide a working capital loan of up to $5 million to assist in establishing and operating the Exchange, with repayment required by June 30, 2016

Requires participating health insurers and health care service plans to fairly offer and market at least one product in each of five coverage levels through the Exchange and to offer the same products outside the Exchange on the same terms

Imposes various operational requirements on the Exchange board including eligibility determination, plan certification, navigator programs, Small Business Health Options Program, and coordination with Medi-Cal and Healthy Families programs
