Suspends the minimum funding obligation for school districts and community college districts for the 2010-11 fiscal year under California Constitution Article XVI, Section 8.

Sets state funding for school districts and community college districts at $49,658,220,000 for the 2010-11 fiscal year, including the outstanding maintenance factor allocation.

Calculates any new maintenance factor created in 2010-11 by adding it to the adjusted maintenance factor outstanding from 2009-10, then subtracting the amount allocated in 2010-11.

Prohibits decreasing the $49,658,220,000 funding amount except through a subsequent suspension invocation during the 2010-11 fiscal year.

Takes effect immediately as an urgency statute requiring a two-thirds vote.
