Clarifies capital outlay and design-build project funding requirements by removing Department of Finance certification requirements and replacing them with reporting obligations to the Joint Legislative Budget Committee 20 days prior to board action.

Authorizes the Director of Finance to designate a deputy to represent them on the State Public Works Board and serve as board chairperson; allows the board to delegate powers to members or employees by resolution.

Expands the State Public Works Board's authority to lease property without Department of General Services approval and contract with state agencies for real property regardless of state ownership; redefines "state agency" to include the University of California and Judicial Council.

Permits the board to acquire buildings by lease from state agencies until July 1, 2015, for financing purposes and lease them back while pledging revenues to secure revenue bonds without requiring Department of General Services approval.

Authorizes the General Fund or other authorized capital outlay funds to augment state public works project appropriations without regard to fiscal years when project bids exceed estimates, subject to board approval and augmentation limitations.
