Approves memoranda of understanding between the state employer and State Bargaining Units 1, 3, 4, 11, 14, 15, 17, 20, and 21, effective July 1, 2010 through July 1, 2013, with provisions that can take effect outside the annual Budget Act if separately approved by the Legislature.

Increases employee pension contribution rates by 3% for state miscellaneous, industrial, and safety members in the specified bargaining units; sets contribution rates at 9% for miscellaneous/industrial members (8% if federal system included) and 11% for peace officer/firefighter members.

Provides continuous appropriations for fiscal years 2011-12, 2012-13, and 2013-14 from the General Fund and other sources to pay compensation and benefits to covered employees if the annual Budget Act is not enacted by July 1 of those years.

Permits either party to reopen negotiations on all or part of the memoranda of understanding if the Legislature does not approve or fully fund any provision requiring expenditure of funds.

Takes effect immediately as an urgency statute.
