AB 1642 Summary

• Changes CalWORKs and Food Stamp program reporting from quarterly to semiannual basis, operative July 1, 2011, with implementation required by January 1, 2012

• Establishes an income reporting threshold for CalWORKs recipients; recipients must report within 10 days when monthly household income exceeds the threshold or other specified changes occur

• Eliminates overpayment penalties based on differences between county-anticipated income and actual income received during the reporting period, provided recipient reports accurately and completely

• Authorizes counties to adopt staggered semiannual reporting cycles for individual recipients and allows the State Department of Social Services to implement changes through all-county letters until emergency regulations are adopted by January 1, 2012

• Specifies that continuous General Fund appropriations shall not be made for purposes of implementing this bill; provides for state mandate reimbursement if Commission on State Mandates determines costs are state-mandated
