Allows cemetery corporations and entities holding cremated remains of veterans to release veteran status information and remains to authorized veterans' remains organizations upon request for interment purposes.

Requires county boards of supervisors to designate an honorably discharged veteran or member of a veterans' remains organization to arrange decent burial of indigent, abandoned, or unclaimed veterans and their spouses or eligible dependents.

Establishes "veterans' remains organization" as any entity recognized by the Veterans Administration and National Personnel Records Center authorized to verify and inter unclaimed cremated remains of American veterans.

Provides civil liability exemption for entities releasing remains or information if all conditions are met, and exempts veterans' remains organizations from negligence liability if they receive and inter remains in good faith.

Requires veterans' remains organizations to make reasonable efforts to locate family members, provide notice of intent to claim remains, and receive verification of veteran status from the Department of Veterans Affairs before taking possession of remains.
