Requires all high school sports coaches taking or renewing first aid certification to complete training on signs, symptoms, and emergency response for potentially catastrophic injuries including concussions, head and neck injuries, second impact syndrome, asthma attacks, heatstroke, and cardiac arrest, effective December 31, 2011.

Establishes that coaches are responsible for paying the costs of completing the coaching education program required by their school district or the California Interscholastic Federation.

Allows completion of coaching education to count toward continuing education requirements for coaches who hold teaching credentials.

Permits coaches who do not meet training requirements to coach for no longer than one season of interscholastic competition.

Requires state reimbursement to local agencies and school districts for any costs mandated by this legislation, as determined by the Commission on State Mandates.
