AB 1650 Summary

• Prohibits persons providing $20 million or more in goods/services to Iran's energy sector from bidding on or renewing state/local contracts worth $1 million or more, effective June 1, 2011

• Requires the Department of General Services to develop and maintain a list of persons engaged in Iran energy sector investments by June 1, 2011, updated every 180 days, with 90-day notice and comment opportunity before inclusion

• Imposes civil penalties up to $250,000 or twice the contract amount for submitting false certifications, contract termination rights, and three-year bidding ineligibility

• Allows case-by-case exemptions for investments made before July 1, 2010 if not expanded afterward and the entity adopts a formal divestment plan, or if the public entity cannot otherwise obtain needed goods/services

• Preempts all local laws and ordinances regarding Iran-related contracting restrictions and becomes inoperative when federal authorization for such state measures ceases
