Requires all coats, jackets, garments, and clothing apparel made wholly or partially of fur to display conspicuous tags or labels listing the animal names and country of origin of imported furs, effective September 1, 2011.

Exempts used articles of clothing made of fur from labeling requirements.

Allows labels to be attached to permanent tags, temporary merchant tags, or affixed as stickers in a conspicuous location.

Provides civil penalties of up to $500 for the first violation and up to $1,000 for each subsequent violation, with each unlabeled article constituting a separate violation.

Protects retail merchants from liability if manufacturers or suppliers certify in writing that tags conform to requirements, unless the merchant knew or should have known the certification was false.
