Creates the Joint Sunset Review Committee to identify and eliminate waste, duplication, and inefficiency in state government agencies over a 15-year period and periodically thereafter.

Defines "eligible agencies" as state government entities with a statutory repeal date on or after January 1, 2011, excluding constitutionally created agencies and postsecondary education entities.

Requires eligible agencies scheduled for repeal to submit comprehensive reports by December 1 prior to repeal, including agency purpose, budget, programs, performance metrics, and recommendations for changes or reorganization.

Mandates the committee take public testimony and evaluate each eligible agency before its repeal date; agencies are eliminated unless the Legislature enacts a law to extend, consolidate, or reorganize them.

Establishes committee composition as 10 legislators (5 Senators and 5 Assembly Members, with no more than 3 from the same political party), appointed by the Senate Committee on Rules and Speaker of the Assembly.
