Authorizes the California Transportation Commission to relinquish portions of State Highway Route 82 (from Route 101 to Route 880 in San Jose) to the City of San Jose upon determining it is in the state's best interests.

Authorizes the California Transportation Commission to relinquish the portion of State Highway Route 130 within San Jose city limits to the City of San Jose under the same conditions.

Relinquishment becomes effective upon county recorder's recordation of the commission's approval resolution and requires a department-city agreement.

Relinquished portions cease to be state highways and become ineligible for future adoption into the state highway system.

San Jose must maintain traffic flow continuity on relinquished portions, including traffic signal progression, and install directional signs for route continuity as deemed necessary by the department.
