Requires the Legislative Analyst's Office to report to the Legislature by January 1, 2012, on adult education program funding for fiscal years 2008-09 through 2010-11, subject to appropriation.

Mandates the report analyze how categorical adult education funds have been diverted to other purposes, which course offerings have been reduced or eliminated, and demographic data on students unable to enroll due to program cuts or fee increases.

Requires reporting on discontinued adult education programs, the use of federal Perkins and Workforce Investment Act funds, and whether school districts are charging fees to replace diverted funds.

Directs the State Department of Education and California Community Colleges Chancellor to provide data to the Legislative Analyst's Office or assist in obtaining data for the report.

Includes legislative findings that adult education serves 306,000 adults and is critical for workforce development, immigrant education, and addressing California's projected shortage of college-educated workers.
