Requires elected officials in counties, cities, and school districts to maintain their domicile within the jurisdiction they represent during their term of office.

Mandates immediate forfeiture of office and a 4-year disqualification from holding any state or local public office for those who violate the domicile requirement.

Makes fraudulent violations (moving domicile outside jurisdiction with intent to retain office while misleading voters) punishable by a civil penalty up to $1,000, county jail time up to 6 months, or both, for terms commencing on or after November 2, 2010.

Authorizes the Attorney General or district attorney of a county to enforce the domicile requirement for violations involving offices located wholly or partially within that county.

Takes effect immediately as an urgency statute.
