Authorizes Yolo County to conduct elections as all-mailed ballot elections as a pilot program until December 31, 2014, excluding statewide primary or general elections and special elections to fill state offices, legislative, or congressional vacancies.

Requires the governing body to adopt a resolution and notify the Secretary of State at least 88 days before the election; prohibits elections on the same date as statewide elections or non-consolidated overlapping jurisdiction elections.

Mandates at least one polling place per 10,000 registered voters open for four weeks before election day and until 8 p.m. on election day, with supplies including postage-paid return envelopes delivered to all voters.

Requires accessibility at polling places with voting systems for individuals with disabilities and permits elections on no more than three different dates.

Mandates counties report to the Legislature and Secretary of State within six months on election success, including cost, voter turnout by demographic categories, ballot rejection rates, fraud, and comparisons to similar non-mailed elections.
