Amends Education Code sections 12000 and 12001 to define "school districts" for federal education funding purposes to include county offices of education, charter schools, and other agencies deemed eligible under state and federal law.

Directs the State Board of Education to make timely applications for available federal education funds and allocate them to school districts pursuant to federal law and state standards.

Requires the State Board of Education to adopt rules and regulations for federal fund allocation based on local effort factors, educational programs maintained, and need assessments of affected school districts.

Establishes that when federal law designates a state educational agency as responsible for school supervision, that designation refers to the State Board of Education.
