Extends the California Building Standards Commission code adoption cycle from annual to 18 months for receiving and considering proposed building standards from state agencies.

Requires the commission to publish supplements to the building code in the intervening period between full code editions, rather than publishing supplements in each intervening year.

Allows the commission to adopt emergency amendments to the California Building Standards Code outside the 18-month cycle, provided amendments are adopted within 180 days of the model code organization's adoption and take effect 60 days after commission adoption.

Establishes procedures for the 18-month adoption cycle ensuring adequate public participation, notice, technical review, and compliance with the Administrative Procedure Act.
