Includes Santa Clara County deputy sheriffs employed in custodial assignments within the definition of peace officers, extending their authority statewide while performing custodial duties or other law enforcement duties during local states of emergency.

Expands duties of Santa Clara County Department of Correction custodial officers to be performed at any health care facility in Santa Clara County, not limited to Santa Clara Valley Medical Center.

Removes the requirement that inmates be inpatient at health care facilities for custodial officers to perform duties related to guarding in-custody inmates.

Custodial officers remain public officers (not peace officers) and continue to be prohibited from carrying firearms except when transporting prisoners, guarding hospitalized prisoners, or suppressing jail disturbances.
