Continuously appropriates funds from the General Fund and other sources to the Controller for compensation and benefits to state employees when a Budget Act is not enacted by July 1, with payments based on applicable memoranda of understanding or rates from the prior fiscal year.

Continuously appropriates funds to compensate state contractors for goods and services provided to the state during budget delays, with first payment on July 15 and monthly payments thereafter until Budget Act enactment.

Continuously appropriates funds to the Department of Aging for payment to area agencies on aging for program administration and service provision during budget delays, with first payment on July 15 and monthly payments thereafter.

Requires the Department of Finance to reduce Budget Act allocations by the amount of any warrants or payments drawn under these interim appropriation provisions upon Budget Act enactment, unless the Legislature or Governor acts otherwise.

Takes effect immediately as an urgency statute to ensure state employees, contractors, and senior services continue without interruption during budget impasses.
