Extends authorization for pharmacists to sell or furnish up to 10 hypodermic needles or syringes without a prescription until December 31, 2018 (previously set to expire December 31, 2010)

Allows persons 18 years or older to possess up to 10 hypodermic needles or syringes for personal use if acquired from authorized sources and authorized by a county or city, extended through December 31, 2018

Requires participating pharmacies to be registered with the Disease Prevention Demonstration Project and comply with related Health and Safety Code provisions

Exempts hypodermic needles and syringes from drug paraphernalia possession laws when properly containerized for safe disposal or authorized under the extended program

Bill becomes inoperative if Senate Bill 1029 is enacted and takes effect on or before January 1, 2011
