Requires open course provisions in statute or regulations of the Board of Governors to be waived for community college districts providing classes for inmates in jails, road camps, farms, and state or federal correctional facilities.

Authorizes the Board of Governors to include full-time equivalent student units generated in inmate classes for purposes of state apportionments.

Establishes funding rates for inmate education classes: credit courses at the marginal credit rate, noncredit courses at the noncredit rate, and career development/college preparation courses at the designated rate.

Prohibits community college districts from claiming apportionment for classes where the district receives full compensation for direct education costs from external sources or has contracts where another source fully compensates the district's costs.

Requires districts to report any partial compensation received from external sources to the Chancellor, who shall deduct that amount from the total apportionment payment.
