Authorizes county and city elections officials to establish procedures allowing voters to opt out of receiving sample ballots and related materials by mail in favor of electronic delivery via email or website access.

Requires elections officials to provide notice and opportunity for voters to request electronic ballot materials, maintain voter email addresses as confidential, and allow voters to opt back into mail delivery at any time.

Mandates voter identity verification through signature comparison or submission of California driver's license number, California identification number, or partial social security number for electronic opt-out requests.

Requires opt-out or opt-in requests to be received and processed before the statutory mailing deadline under Elections Code Section 13303, with requests missing the deadline taking effect in the following election.

Permits voters to apply electronically to become vote-by-mail voters as part of the electronic ballot materials procedures.
