Deems Gasquet Mountain Elementary School and Margaret Keating Elementary School in Del Norte County Unified School District as necessary small schools, making them eligible for apportionments under Section 42282 beginning with the 2010-11 fiscal year.

Deems Rail Road Flat Elementary School in Calaveras Unified School District as a necessary small school, making it eligible for apportionments under Section 42282 beginning with the 2010-11 fiscal year.

Removes necessary small school apportionment eligibility for any of these schools if their average daily attendance exceeds 100 students.

Finds that these school districts serve wide geographic areas where pupils would have to travel long distances over hazardous terrain to attend other schools.

Takes effect immediately as an urgency statute.
