Clarifies that association election ballots must follow California county voter absentee ballot procedures, with ballots placed in sealed inner envelopes then outer mailing envelopes addressed to the election inspector.

Establishes temporary quorum requirements for director elections until January 1, 2014: 40% for second elections and 33% for additional elections if initial quorum is not met, unless governing documents already provide reduced quorum thresholds.

Requires associations to disclose in election materials what quorum percentages will apply to second or additional director elections if the initial election fails to achieve quorum.

Allows board of directors to participate in meetings via conference telephone or electronic video screen if all participating board members can hear one another and members speaking before the board.

Permits associations to continue using current governing document quorum requirements through member petition (5% of voting power) for referendum or board vote affirmation.
