Revises rate limitations on damage waivers by replacing manufacturer's suggested retail price (MSRP) reference with vehicle class-based limits: $9 per day for lowest two rental classes, $15 per day for intermediate/standard/full/premium vehicles from current or previous model year, and $9 per day for older vehicles.

Requires rental companies to clearly disclose damage waiver information in rental contracts, at rental counters, and in membership program locations, including nature and extent of liability, optional waiver availability, and that personal insurance may provide coverage.

Prohibits rental companies from requiring damage waiver purchases, optional insurance, or other optional services, and bars unfair or coercive conduct such as refusing reservations, limiting vehicle availability, or blocking credit card charges to induce purchases.

Restricts rental company use of electronic surveillance technology to locate stolen, abandoned, or missing vehicles after specified conditions, and prohibits using GPS tracking data to impose fines or surcharges on renters.

Establishes renter's right to bring civil action against rental companies for violations with recovery of damages, equitable relief, attorney's fees, and costs.
