Authorizes the City of Los Angeles to transfer the Vernon Branch Library Pocket Park and facilities to the Los Angeles Unified School District, subject to multiple conditions and Department of Parks and Recreation approval.

Requires the city to comply with the Villaraigosa-Keeley Act requirements, submit revised maps and documentation, and enter into an agreement identifying substitute parkland parcels and facilities to be constructed.

Mandates that the transferred property be used only for school facilities and that substitute parkland be developed and dedicated in perpetuity for park purposes with no net loss in total park acreage.

Requires the city to adopt an ordinance at a public meeting at least 45 days before the transfer, making findings that replacement property equals or exceeds the original park's value, acreage, recreational value, and environmental integrity.

Prohibits the transfer until the Department of Parks and Recreation determines all conditions have been met.
