Specifies that the Governor appoints the three licensed members to the Structural Pest Control Board based on nominations solicited from industry and consumer/environmental/real estate organizations.

Prohibits manufacturers, their agents, employees, and consultants from being appointed to the board.

Authorizes Los Angeles, Orange, Santa Clara, and San Diego County Agricultural Commissioners to perform increased structural fumigation inspection and enforcement activities, with the Director of Pesticide Regulation providing oversight.

Requires persons performing structural fumigation in the four specified counties to pay a $5 fee per treatment to the county agricultural commissioner by the 10th of the following month.

Extends the structural fumigation enforcement program provisions to January 1, 2014, when they will be repealed unless extended by a later statute.
