Requires state and local law enforcement agencies to provide domestic violence incident reports and face sheets to victims or their representatives without charging a fee.

Mandates incident report face sheets be made available within 48 hours of request (or 5 working days if good cause for delay exists), and full incident reports within 5 working days (or 10 working days if good cause exists).

Expands the definition of "representative" to include the victim's attorney, parents, guardians, adult children, adult siblings, and conservators when the victim is not deceased; previously only allowed representatives for deceased victims.

Requires representatives to present identification and either a death certificate (if victim is deceased) or written authorization from the victim (if victim is alive and 12 years or older) to obtain reports.

Applies to requests made within 5 years from the date of completion of the incident report and creates a state-mandated local program subject to reimbursement procedures.
