Allows Los Angeles County employees who become permanently incapacitated due to injuries or diseases suffered during active military service on military leave to be retired for nonservice-connected disability regardless of age or years of service.

Entitles surviving spouses of county employees who die as a direct result of injuries or diseases from active military service to receive combined death benefits without regard to the member's years of service at time of death.

Defines "active military service" as full-time duty in a branch of the U.S. Armed Forces and "military leave" as authorized leave taken when called to active service as a reservist or National Guard member.

Applies only to Los Angeles County and becomes operative only upon adoption of a resolution by the county board of supervisors or district governing body by majority vote.

Specifies that benefits do not create vested rights prior to a member's retirement or death, and the board may repeal or amend the resolution at any time except regarding members already retired or deceased.
