Increases the annual registration limit for specially constructed vehicles from 500 to 750 vehicles per calendar year under the Department of Motor Vehicles program.

Allows registered owners of specially constructed vehicles that are currently or incorrectly registered to change their vehicle's registration by undergoing referee inspection to determine engine or vehicle model-year and emission control systems.

Applications for registration changes are subject to the 750-vehicle annual limitation, while renewals of previously registered vehicles are exempt from this cap.

Requires referee stations to inspect specially constructed vehicles upon registration or change of registration to determine model-year and applicable emission control systems, with owners choosing between engine model-year or vehicle model-year basis.

Maintains the $160 inspection fee for vehicles participating in the amnesty program, collected by referee stations and deposited into designated trust accounts or the Vehicle Inspection and Repair Fund.
