Requires school districts and charter school authorizers to ensure persistently lowest-achieving schools with English learner populations provide programs meeting academic and language needs, employ qualified teachers, and conduct outreach to parents.

Establishes that schools may satisfy these requirements by completing and obtaining approval of a school plan for allocating economic impact aid funds.

Imposes a state-mandated local program, making school districts and authorizers eligible for state reimbursement of costs under Part 7 of Division 4 of Title 2 of the Government Code if the Commission on State Mandates determines costs exist.

Creates Chapter 4.5 of the Education Code to codify intervention requirements for low-performing schools serving English learners under federal Race to the Top program guidelines.
