CA AB1748

Expands the exception to the prohibition on alcoholic beverages at public schoolhouses to include special events held at public community college facilities located in counties of the 1st, 4th, or 10th class.

Allows alcoholic beverages to be possessed, consumed, or sold pursuant to a license or permit during special events (festivals, shows, private parties, concerts, theatrical productions) where principal attendees are members of the general public or invited guests, not community college students.

Includes conditional operative sections that coordinate with AB 1643 and AB 1860 to avoid conflicting amendments to Business and Professions Code Section 25608, with different provisions becoming operative depending on which bills are enacted.

Maintains existing exceptions to the schoolhouse alcohol prohibition for instructional programs, religious services, fundraisers, sporting events, and other specific authorized uses.

Makes legislative findings declaring a special law necessary for counties of the 10th class due to unique conditions.
