Deletes prior juvenile adjudications from the definition of "prior felony conviction" for purposes of the Three Strikes law sentencing enhancements in Penal Code Sections 667 and 1170.12

Removes conditions that previously allowed juvenile adjudications to count as strike convictions, including age requirements (16 or older), offense severity, and fitness determinations

Maintains Three Strikes sentencing requirements for adult prior felony convictions while narrowing the scope of what qualifies as a prior strike

Requires a two-thirds vote in both houses of the Legislature for passage due to the Three Strikes initiative act amendment requirement

Applies to sentencing decisions where defendants have one or more prior convictions that increase terms under the Three Strikes law
